Clear Water, Changed River: Post-Flood Recreation Safety
Lessons from the Guadalupe River Flood in the Texas Hill Country

Nearly one year after the deadly July 2025 Guadalupe River flood in the Texas Hill Country, the immediate pathogen contamination from the original floodwater is probably no longer the primary recreation-safety concern. In a flowing river, fecal indicator bacteria and many pathogens introduced during a flood are usually reduced over time by dilution, flushing, sunlight, settling, and natural die-off.
That does not mean the river is automatically safe. Current safety should be judged by present water-quality testing, recent rainfall and flow conditions, remaining debris, bank stability, access-point conditions, and possible post-flood changes to the river channel.
Water quality: E. coli still matters
For freshwater recreation, the key routine indicator is E. coli. E. coli is not necessarily the main pathogen of concern; rather, it is used as an indicator of fecal contamination and the possible presence of other disease-causing organisms.
For the upper Guadalupe River system in the Kerr County area, including the North and South Forks and nearby mainstem reaches affected by the flood, the relevant recreational indicator is generally E. coli. Texas’s Primary Contact Recreation 1 criteria use a geometric-mean criterion of 126 E. coli per 100 mL, along with a statewide single-sample criterion of 399 per 100 mL. These criteria are relevant not only to swimmers, but also to high-contact river users such as tubers and whitewater paddlers.
UGRA’s local guidance gives a practical answer to a common question: how long should people wait after rainfall? For ordinary rainfall events on the upper Guadalupe River, the Upper Guadalupe River Authority recommends avoiding swimming for approximately five days after heavy rainfall, defined as rainfall that produces significant runoff from streets and hillsides into the river. This waiting period allows stormwater runoff contaminants, including elevated E. coli, to dissipate and gives muddy, debris-filled water time to clear.
After a major flood, however, a simple waiting period is not enough. Recovery should be confirmed by site-specific E. coli testing and local safety information. For the July 2025 Guadalupe River flood, public reporting indicates that by August 12, 2025, UGRA had publicly confirmed that water quality in Kerr County was within normal parameters, while still urging extreme caution because of dangerous debris and other physical hazards.
The river may not be the same river
Water quality is only part of the recreation-safety question. A catastrophic flood can reshape the channel bed, erode or undercut banks, create new scour holes, deposit sediment bars, move boulders and logs, damage boat ramps, and leave submerged debris in familiar recreation areas.
This is especially important for swimmers, tubers, and kayakers who have used the river for many years and assume they know the environment. A familiar swimming hole may now have a sudden drop-off. A stable-looking bank or boat ramp may have been undermined. A kayaking route may now include new eddies, hydraulic recirculation, log jams, or strainers—obstructions that allow water to pass through but can trap a person, tube, or boat.
These are not simply “debris” issues. They are post-flood channel hazards.
Examples from other flood-affected rivers support this general principle, even though every river is different. After recent flooding in Washington State, public agencies warned that high flows had shifted riverbeds, moved logs and rocks, changed depths and currents, created scour pools, and altered river access areas. The upper Guadalupe River has different geology, hydrology, and channel characteristics, but the same broad lesson applies: after a major flood, a familiar river may behave differently.
Debris removal helps, but does not remove every risk
Post-flood debris removal and river-corridor restoration have occurred along the Guadalupe River, including underwater debris surveys and removal at popular recreation areas. Local reporting described nonprofit dive teams working to survey and remove submerged debris from more than 20 high-contact recreation sites along the river, from Hunt to Center Point.
That work is important, but targeted debris removal is not the same as comprehensive in-channel inspection or confirmation that all submerged hazards and post-flood channel changes have been addressed. Low visibility, rebar, concrete, splintered trees, metal, altered depths, changed currents, and other hidden conditions can remain dangerous even when water-quality results look acceptable.
Practical public-safety message
Do not assume the Guadalupe River—or any flood-affected river—is safe simply because a year has passed or the water looks clear. Before returning to swimming, tubing, kayaking, or other contact recreation, people should consider:
- current E. coli testing and any posted advisories;
- recent rainfall, runoff, and flow conditions;
- water clarity and submerged debris;
- unstable banks, access points, and boat ramps;
- new scour holes, drop-offs, eddies, strainers, or changed currents.
Clear water is not the same as a safe river. After a catastrophic flood, the river may look familiar, but it may not behave the same way.
